Background:

The MEASURE Evaluation Project, based at the Carolina Population Center at the University of North Carolina at Chapel Hill (UNC), is a global health project funded by the U.S. Agency for International Development (USAID). MEASURE Evaluation focuses on monitoring and evaluation (M&E) of population, health, and nutrition programs and improving health sector decision-making. In Tanzania, the Project received an Associate Award from USAID/Tanzania that is anticipated to run until January, 2019. We are currently seeking a Finance & Administrative Manager to serve through the remaining months of the project and assist locally with project close-out activities.

Purpose of Role:
The position will be the lead financial support role for the local Dar es Salaam team through the final months of the project and work closely with Headquarters team to ensure smooth and compliant operations. The Finance & Administrative Manager will guide local team through remaining project activities in accordance with USAID and Palladium procedures and guidelines as well as lead the financial and operational close-out of the project office in late 2018/early 2019.

Primary Responsibilities:
Accounting and Financial Management

Maintain financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID regulationsMaintain accurate and up-to-date financial records; ensure all files are complete and accessible as neededPrepare timely and accurate monthly, quarterly, and other financial reports as needed and within HQ stipulated datesEnsure all procurements are compliant with company procedures and all procurements have complete and detailed filesReview invoices and advise local staff with regards to payments issued to clients, relevant suppliers, consultants and staff.Settle payments related to office operations (e.g., office rent, utilities, vendors, travel, hotel accommodations, etc.)Obtain bank statements for all bank accounts, review cash book, preparation of monthly bank reconciliation statementsWork with HQ and other project staff to prepare cash forecasts for each month to ensure smooth processing for field paymentsProcess VAT Relief for purchases and services, as requestedManage office petty cash drawer; ensure cash is always locked away and dual controls are respectedAssemble and review forecasted costs related project activities and assist HQ with forecasting requestsCarry out banking duties as requiredSupervise the payment process/due diligence for participants at workshopsMaintain tracker for travel advances issued to local staff to ensure all advances are reconciledPerform any other responsibilities as may be directed
Payroll

Review and input payroll for MEASURE Evaluation and HP+ staff using ADP system; alert HQ and ADP of any upcoming changes to payroll well in advancePay appropriate payroll taxes to the Tanzanian Revenue Authority and other deductions as requiredTrack leave days for MEASURE Evaluation FxTE staffMaintain up to date information on the latest Tanzanian payroll rules and regulations
Office Management

Ensure there are adequate supplies of all items necessary for the smooth functioning of the office, including computer network, Internet access, stationary, printer and fax paper, etc.Confirm that all assets are recorded and updated on the asset register on a quarterly basisEnsure all equipment is kept in good working order, is serviced regularly, and repaired if brokenWork with Security team and HQ to verify all office safety requirements are metEnsure that all HQ corporate policies and procedures are being communicated to and followed by local staff (e.g. procurement, travel, financial, contractual, etc.)
General Office Work

Meet with Chief of Party/Deputy Chief of Party regularly and raise any financial/administrative concerns to determine if further escalation is requiredRetain all files of a confidential nature appropriately
Supervisory Role

Supervise the daily activities and support the Project Administrative Services Officer and Messenger/AssistantWork with direct reports to develop performance development plans and assess performance based on corresponding PDPPerform other general office tasks as required by the MEASURE Evaluation Chief of Party

Qualifications


Bachelor’s degree in finance and/or administration required5+ years of progressive responsibility in finance/administrationPrior experience working on USAID- funded international development projectsFamiliarity with US Federal Government financial and procurement compliance requirementsProven track record of fiduciary responsibility and integrityExperience in budget analysis and projectionsAdvanced skills with Microsoft Office SuiteExcellent organizational skills and ability to multi-taskAbility to work in a team and independently with minimal supervisionExcellent communication and interpersonal skillsWritten/spoken fluency in English and KiswahiliLegal right to work in Tanzania
